Anything can be "art". Creativity is not subject to objectivism.

What would be the literary equivelent of Dadaism and Minimalism?

Kenji Siratori, Carlton Mellick III and others are considered Dadaists.

As far as minimalism goes: it's a well defined literary genre. See Raymond Carver and Amy Hempel.
