Yes it was. The good Dr used the Whos to represent Blacks. Horton's mantra, "A person's a person no matter how small", is meant to be easily translated in the mind to 'A person's a person no matter what color'.

Gee, couldn't the Who's just as easily represent the disabled?



I think it's anti-bigotry in general. It's also largely about faith (not necessarily religious) and imagination.
