I used to be a janitor for an international retail chain. Now I don't know how it is at that store, but if I had left a place looking like that, I probably would have been looking for a new job. Granted, it's hard to keep a place up that's open 24 hours, and some of what the guy saw might have been done recently by customers (some of the stuff out of place, for example) but the sheer volume of it is just wrong.

8:30 in the evening (right after the rush)
Sunday (hardest day to schedule help, customers stocking up for the week)
Storm on the way (Always an increase in traffic)
oh yeah, I forgot... the entire midwest is locked in ice. That means that the distribution centers are unable to get stock to the stores.
When I lived in KC my aparment was closest to what used to be the "Hypermart" by Bannister Mall. It wasn't exactly pristine, but it sure was never this bad.
I think Wal-Mart, like many other things, is a product of it's surroundings. In KC, un-wiped spills we're commonplace. In Holy-Bville, an unclean Wal-Mart is sinful :)
