When good policies go bad.

Naw...the policy's fine, if poorly worded, but what kind of parent abandons their adolescent or teenager? I can see some infant abandonment to that sort of program in the case of an unwanted pregnancy or something, but at the ages they're talking about? These people are just giving up.
